"Fundamentally, I'm a residential valuation expert who loves to apply appraisal theory to real-world problems then generalize to scalable solutions. My role at Fannie Mae focuses on communication of principles and solutions through written media such as our Selling Guide and through public speaking. I engage with industry counterparties including technology teams, lenders, vendors, risk investors and regulators to share vision and implement new ideas. Team building is something I especially enjoy and I've been privileged to support the professional development of many wonderful people by teaching principles, giving growth opportunities, communicating expectations, and mentoring success."
A valuation executive and product leader with over 20 years experience at the intersection of real estate appraisal, quality control, and technology. A career spanning enterprise banks, GSE-facing vendor platforms, and proptech startups, he has a rare perspective across the full appraisal lifecycle—from fieldwork and compliance to platform design and P&L leadership.

A recognized authority on applications of predictive methods to asset valuation and risk/reliability issues, with extensive graduate-level education in mathematics, statistics, econometrics, finance, and insurance. An author of numerous articles and seminars, he is a co-author of the AI book “Appraisal Valuation Modeling.” He has served in numerous appointed and elected positions in the Appraisal Institute at the chapter, regional, and national levels.
He sees great potential for the profession, with today’s technology and data science tools. His concept of “Evidence Based Valuation©,” brings a solution to the need for objectivity and scientific basis for valuation practices.
Paul Rayburn is a Designated Appraiser Residential (DAR) and Certified Appraisal Reviewer based in Vernon, British Columbia, and President of Aclear Appraisal and Aclear Data Analytics.
Paul is developing an appraisal software platform that brings modern data analytics into the appraisal workflow. The platform gives appraisers tools to explore their data, connect with external resources, and produce more evidence-based valuation conclusions — all within a transparent, collaboratively maintained environment.
The software's principles are grounded in the Evidence-Based Valuation framework championed by George Dell and the Community of Asset Analysts (CAA), of which Paul has been an active member since 2021.
With a unique dual-industry perspective on modern valuation practice, by combining experience as a Project Mining Construction Engineer with his work as a Certified Residential Real Estate Appraiser licensed in New York, Pennsylvania, and Florida. His background in large-scale engineering projects sharpened his analytical discipline, systems thinking, and risk assessment skills—tools he now applies to real property valuation.
As an independent appraiser, currently residing in Upstate NY in the Finger Lakes region, Thomas is committed to producing credible, well-supported reports that serve not only the client, but also the homeowner and the public trust. He focuses on integrating modern technology responsibly into everyday appraisal practice without compromising professional judgment, independence, or USPAP compliance.
A qualified expert witness with over 50-years experience. With a vast array of appraisal experience, he has served as Chief Appraiser and Appraisal Manager for three financial institutions. Since 1984, he has worked as an independent appraiser and has held leadership roles such as President of the Appraisal Institute’s Orange County Chapter and co-founder and board member of Relocation Appraisers and Consultants (RAC). He has also contributed to the development of industry-standard appraisal forms and the creation of an Automated Valuation Model for Veros Real Estate Solutions.
An accomplished instructor and published author, Craig has taught for the Appraisal Institute, RAC, WERC, and other organizations, and has received multiple awards from the Worldwide Employee Relocation Council. He has actively served on several real estate committees and, in
2024, published a white paper on reducing appraisal bias, which influenced subsequent industry standards.
Beginning his appraisal career in 2002 with a firm in Orange County, CA. He had the rare opportunity to train under both a Certified Residential Appraiser and a General Appraiser. He relocated to Bakersfield, CA in 2004. Since then, he has appraised residential properties across Kern County.
John focused on modernizing appraisal practice through Evidence-Based Valuation (EBV) and data science tools. He volunteers to assist George Dell in teaching Stats, Graphs, and Data Science classes in the Valuemetrics program. He helps appraisers adopt transparent, replicable, and data-driven valuation methods.
He teaches other members of the CAA how to use RStudio and Quarto for data analysis, modeling, and report automation, now with AI — through live classes with George Dell’s Valuemetrics Appraiser Education, his own educational videos, and one-on-one consulting. .
Gynell Vestal is the Founder of the American Valuation Society (AVS), a professional community dedicated to building a more connected, valuation-driven real estate ecosystem. Through AVS, she convenes appraisers, AMCs, lenders, real estate agents, valuation technology providers, regulators, and other housing market stakeholders to tackle practical challenges around appraisal quality, risk, and modernization. Gynell is focused on elevating the role of valuation in real estate and credit decisions and fostering candid, cross-industry collaboration.
